There are paver and cobble stone roads in service in europe today that are older than any American infrastructure, and in better repair. The driveway design needs to reflect the conditions that exist, and will continue to exist below it. Sometimes that means that subgrade reinforcement is the best plan. Other times it means that a thicker surface course, or additional reinforcing or flexural strength efforts are needed. Pavers last a long time because as a surface course they are flexible, which minimizes random cracking, which minimizes raveling, which ultimately leads to the need for repair or replacement in asphalt or concrete surfaces. Proper subgrade prep, mix design, reinforcement, and joint design can produce a concrete driveway that will perform on par with any other design.

The sub-grade needs to be fine graded and compacted throughout the entire area where concrete will be poured. Rebar reinforcement is something we strongly recommend and use on nearly all our jobs. We usually will install rebar on 36" centers each way and then tie it all together. It depends on what the concrete will be used for to determine the spacing in between the rebar. Once the concrete is poured, it will need to have expansion joints or control joints installed every 12' each way to create the weakest point in the concrete. This is basically a controlled crack that runs below the joint and won;t ever be noticed. This is one of the most important things about concrete that is often skipped due to poor quality worksmanship.
